Desk Research Report

This report contains the results of a literature analysis of 600 documents on the needs, challenges and recommendations regarding older people in disasters.

The report contains information on the following topics: general findings of research, vulnerabilities of older people in the context of disasters, strengths of older people in the context of disasters, challenges that disaster managers and helpers as well as older people themselves face when dealing with disasters, and recommendations for solving the problems faced.

The report shows that older people encounter a variety of problems in the prevention phase, the preparedness phase the response and recovery phase of disasters because their needs are often not recognized well enough and they themselves are not actively involved in disaster preparedness and response as well as in recovery.

By recognizing the needs of older people and enhancing their participation in disaster preparedness and response many of the challenges can be managed in a better way. In the end of the report several best practice examples are presented that are also available in a separate document.

This handout gives a short overview of the main findings from a literature analysis of 600 documents regarding the situation of older people in the context of disasters. It highlights vulnerabilities, strentgths, challenges and recommendations regarding specific needs of older people and ways of meeting those needs better in future disasters.

Empirical Research Report

In this report we summarize the main findings from an empirical study done with experts from the IFRC European Network for Psychosocial Support of Red cross, Red Crescent Societies. The study covers 14 European countries and shows that awareness fort he needs and vulnerabilities of older people in disasters is rather high in the Red Cross Socites whereas preparedness is significantly lower. The study also shows differences between high and low resource European countries showing a higherdegree of preparedness in the low resource countries. Economic and social status off older people on the other hand is significantly lower in the ow resource countries.

Best Practice Handbook

In this Handbook you can find nine best practice examples from previous disasters.

These are Hurricane Kathrina, 9/11, the 2004 Tsunami, and Darfur as well as lessons learned from a great variety of disasters all over the world.

The examples and lessons learned focus on the needs of older people as well as their strengths. The good practice examples and lessons learned are described in a detailed manner in this handbook.
